公正取引委員会がGoogle LLCらに対して独占禁止法に基づく調査を開始 - Japan Fair Trade Commission Launches Antitrust Law Investigation of Google LLC and Others

公正取引委員会は10月23日、Google LLCらがAndroid端末メーカーとの間で締結している契約を通じて自己と競争関係にある事業者の事業活動を排除し、又は取引先事業者の事業活動を制限している疑いがあるとして、独占禁止法に基づく調査を開始するとともに、第三者からの情報・意見を募集すると発表した。公取委が独占禁止法に基づく調査開始の時点でその事実を明らかにするのは異例。公取委は今回、2022年6月に公表した報告書「デジタル化等社会経済の変化に対応した競争政策の積極的な推進に向けて」で示された考え方に基づき、調査開始の事実を公表するとともに、併せて第三者からの情報・意見の募集を行うこととしたとしている。情報・意見の提出期限は11月22日18時。

On October 23, the Japan Fair Trade Commission (JFTC) announced the commencement of an investigation under the Antimonopoly Act into Google LLC and others for allegedly excluding the business activities of enterprises in competition with itself or restricting the business activities of its business partners through agreements it has concluded with Android device manufacturers, The JFTC announced that it would solicit information and opinions from third parties. It is exceptional that the JFTC has disclosed such a fact at the time of launching an investigation based on the Antimonopoly Law. The JFTC has decided to announce the commencement of the investigation and to solicit information and opinions from third parties in accordance with the approach outlined in its June 2022 report, "Aggressive Promotion of Competition Policy in Response to Digitalization and Other Socioeconomic Changes". The deadline for submission of information and opinions is 18:00 on November 22.
